1. Purpose<\/div>\n

This Impartiality Policy establishes the institutional and regulatory framework of\nprinciples, governance mechanisms, procedures, and commitments of the Hellenic Institute of\nNon-Destructive Testing (HINDT), with the objective of ensuring impartiality, independence,\nand objectivity across all personnel certification activities.\nThis Policy is fully aligned with the requirements of the international standards EN\nISO\/IEC 17024 and EN ISO 9712, as well as with the fundamental principles of good\ngovernance, accountability, transparency, and organizational integrity.\nThe primary purpose of this Policy is to ensure that all certification decisions are made\nexclusively on the basis of objective, documented, and verifiable evidence, thereby\nstrengthening the credibility, institutional validity, and international recognition of HINDT\u2019s\ncertification schemes.<\/span><\/p>\n\n

2. Fundamental Commitment to Impartiality<\/div>\n

HINDT recognizes impartiality as a fundamental prerequisite for the validity, credibility,\nand transparency of certification processes and is committed to operating at the highest level\nof professional integrity and ethical conduct. In this context, HINDT:<\/p>\n\n

    \n \t
  • Ensures that all certification decisions are based solely on objective criteria and\ndocumented evidence relating to candidates\u2019 knowledge, skills, and professional\ncompetence.<\/li>\n \t
  • Operates with full independence from commercial, financial, administrative, political, or\nother influences that could compromise impartial judgment or the credibility of\ncertification processes.<\/li>\n \t
  • Systematically prevents, identifies, evaluates, and manages any actual or potential\nconflict of interest through established, documented, and controlled procedures.<\/li>\n \t
  • Ensures that all personnel, examiners, assessors, committee members, and external\ncollaborators act without bias, with professional independence, and in full compliance\nwith ethical principles.<\/li>\n \t
  • Promotes a culture of impartiality by encouraging responsible professional conduct and\nthe timely reporting of potential risks or pressures that may affect objective decision-\nmaking.<\/li>\n<\/ul>\n
    3. Independence and Institutional Integrity<\/div>\n

    HINDT maintains its organizational, administrative, and operational independence in\norder to prevent any undue or disproportionate influence on assessment procedures and\ncertification decisions. In particular, the Hellenic Institute of Non-Destructive Testing:<\/p>\n\n

      \n \t
    • Does not provide training, coaching, or preparatory services for candidates that could\ncreate role conflicts or compromise the objectivity of the certification process.<\/li>\n \t
    • Does not permit natural or legal persons providing related training services to intervene,\ndirectly or indirectly, in assessment, examination, or decision-making processes.<\/li>\n \t
    • Ensures that final certification decisions are taken by individuals or collective bodies that\nhave not participated in candidates\u2019 training, preparation, or assessment.<\/li>\n \t
    • Implements a clear segregation of duties and appropriate levels of oversight, thereby\nreinforcing institutional integrity and transparency within its organizational structure.<\/li>\n<\/ul>\n
      4. Management of Risks to Impartiality<\/div>\n

      HINDT applies a systematic, preventive, and documented approach to identifying,\nevaluating, and addressing risks that may threaten its impartiality. This approach is integrated\ninto the organization\u2019s broader risk management framework and includes, in particular:<\/p>\n\n

        \n \t
      • Regular and structured review of all certification activities by the Impartiality Committee.<\/li>\n \t
      • Periodic assessment of potential sources of conflict of interest at both organizational and\nindividual levels.<\/li>\n \t
      • Maintenance of an updated register of impartiality risks and continuous monitoring of the\neffectiveness of control and mitigation measures.<\/li>\n \t
      • Adoption of corrective and preventive actions in cases where deviations, weaknesses, or\nsystemic risks are identified.<\/li>\n \t
      • Integration of findings into the Management Review process to ensure the continuous\nstrengthening of the impartiality assurance framework.<\/li>\n<\/ul>\n
        5. Impartiality Committee<\/div>\n

        The HINDT Impartiality Committee is set up in a way that ensures balanced representation of key stakeholders, such as industry, educational organizations, certified individuals, and technical experts.<\/p>\nThe main mission of the Committee is:\n

          \n \t
        • Oversee the impartiality of the certification body and monitor compliance of certification\nprocesses with applicable standards and internal policies.<\/li>\n \t
        • Provide documented recommendations for the improvement of procedures and the\nprevention or effective management of conflicts of interest.<\/li>\n \t
        • Submit findings, recommendations, and proposals directly to Management to ensure the\ntimely adoption of appropriate administrative or corrective measures.<\/li>\n \t
        • Enhance transparency and stakeholder confidence in the certification system.<\/li>\n<\/ul>\n
          6. Confidentiality and Equal Treatment<\/div>\n

          HINDT ensures that:<\/p>\n\n

            \n \t
          • All information received, generated, or processed within the framework of certification\nactivities is treated as strictly confidential, protected against unauthorized access, and\nused solely for the purposes for which it is collected, in accordance with applicable data\nprotection legislation.<\/li>\n \t
          • All candidates and clients are treated equally and without discrimination on the basis of\ngender, age, nationality, religion, professional affiliation, financial status, or any other\ncharacteristic not directly related to the defined certification criteria.<\/li>\n \t
          • Assessment criteria are applied consistently and uniformly, ensuring fair and equitable\ntreatment.<\/li>\n<\/ul>\n
            7. Commitment of Management<\/div>\n

            HINDT Management:<\/p>\n\n

            • Actively supports impartiality as a fundamental principle of the organization\u2019s operation,\ncredibility, and strategic development.<\/li>\n \t
            • Provides adequate and appropriate human, financial, and material resources for the\neffective operation of risk management and impartiality assurance mechanisms.<\/li>\n \t
            • Ensures that all decisions are taken with objectivity, proper documentation, transparency,\nand institutional independence.<\/li>\n \t
            • Promotes a culture of ethics, compliance, and professional accountability at all levels of\nthe organization.<\/li>\n \t
            • Periodically reviews the effectiveness of the impartiality framework, confirming its\ncontinued suitability and adequacy.<\/li>\n<\/ul>\n
              8. Approval, Review, and Publication<\/div>\n

              This Impartiality Policy is officially approved by HINDT's Management and serves as a binding reference framework for all of the organization's certification activities.<\/p>\n

              The policy is reviewed periodically \u2014 and at least annually or whenever deemed necessary \u2014 to ensure its ongoing relevance, adequacy, and effectiveness in relation to:<\/p>\n\n

              • Developments in the regulatory and technological environment;<\/li>\n \t
              • The strategic priorities of the organization;<\/li>\n \t
              • The needs and expectations of interested parties; and<\/li>\n \t
              • International best practices.<\/li>\n<\/ul>\n
